It may just be the part of the quote you selected but it doesn't say you can't appeal after you have paid.
And I'm sure I've seen 'advice' (albeit poor advice) floating around saying the way to deal with private parking tickets is to pay them and then appeal. So upon appealing to the PPC, even after paying, should they still not give you a POPLA number etc?

Well we know what they look like and they look about as 'legit' as most phishing emails. In other words, not legit, an impersonation of authority.
Please stop to think next time; you said you were at work and yet you just paid them?! In this sort of circumstance you would appeal not pay!
BUT I do have one suggestion to add to the appeal you are doing. Why on earth was it £77.50? That is against the BPA Code of Practice I think as the charges cannot exceed £100 without justification and should offer a 40/50% discount...can't recall the exact suggestion of discount but £77.50 is extortion, especially if it was a camera error. It's another point to include along with all the usual stuff posted on other threads here about them not owning the land, there was no loss, you were at work and the camera was completely wrong, etc.

I went on bpa code of practice and it says around rule 14 that any fee paid will be refunded if u challenge them.
They will probably reject it twice thompsons solicitors also say but as long as u submit evidence how can they deny it?
They also mention having a refund.
The bpa code of practice states any member not treating a case fairly will be in breach and they will investigate.
So im goin down every channel available to sort it.
The reduced charge was £75 instead of £95+£2.50 card charge. Bpa code says max £75 so they havent broke the rule there unfortunately..
I cant show u the draft as i hand wrote it and i use my fone not a laptop for the internet but i kept a copy of it. It was very calm but to the point!

The BPA won't help you - it's a cosy old boys club. Guess how it's funded ? By PPC's paying membership fees !!!!

Don't beat yourself up over it mate. You're not alone. It's just your misfortune not to have come across this site before you stumped up. I was livid when I got my parking notice, and I'd heard it said somewhere that unless it was a legitimate parking "fine" issued by a Local Authority you don't have to pay, so I went online and came across this website. I've now received my letter from ccscollect asking me to pay up or else, but I'm doing nothing about it in the faith that they'll lose interest sooner or later. Take comfort from the fact that you know now. Good luck in persuing recompense from Homebase. They might come good.0

Well done, who refunded you in the end ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
