Absolutely nothing.
That's not to say they won't try though. They will send you a series of letters designed to scare you into paying by 'threatening' court action and mentioning CCJs and 'credit rating', but they are just empty threats that you can happily ignore.

All of which means that the POFA does not apply.
In any case, they don't have any "right" to pursue the registered keeper unless they have jumped through a whole load of hoops first.0 -

It depends on who "they" are and under what staturory authority they used to issue the fine/penalty.
As we are talking about a private company sub contracted to another private company, on private land/roads no such authority exists.
Send a letter to the airport asking them to stop their agents VCS), (for whos actions they are responsable for ) to stop sending you threatening letters as they constitute harrasementFrom the Plain Language Commission:

Illegally parked ? Fines ? Can you tell me what statute law covers this ? Could you tell me what authority does a private company has to issue fines ? And it's everything to do with the airport as well as peel because peel would be the agents of the airport and the actions of who they employ are their responsibility. If peel are the landlords the same principles applyExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

This is the answer from airport, about my complain....
"Please be aware that the Airport is not associated with the company who monitor parking on the highways surrounding the Airport complex. Vehicle Control Services, in conjunction with ANPR International, operate on behalf of Peel Investments North Ltd who are the private owners of the access roads surrounding the airport and the business Park.
In June 2011, the airport was purchased by the Vantage Airport Group and as such, the airport itself has no jurisdiction on these roads and therefore cannot waiver any penalty notices.
I would recommend that you forward your concerns to Excel Parking direct on Excel Parking"0 -
The last time VCS attempted to "enforce" a parking charge they got spanked. Just google vcs v ibbotson.
They don't own the road, so they cannot offer you a contract.
Once you realise it's all bluff, you can relax and laugh at them.0
