I work at UHCW in Coventry. On Monday 26/11/2012 on return too my car I had been issued by a CPN by the Car Parking Partnership.
I was parked on double red lines!
We had been sent an email on the day before, sunday, stating carpark No1 and the CSB car park were flooded due to the torrential rain and were not to be used.
Probably due to this statement, the car park I usually used was full!
It was getting late and I decided to drive round to the CSB carpark and park on the out side perimeter of the carpark on double red lines.
I didn't want to enter the CSB car park as I was fully aware through past experience how badly and quickly it could flood together with the warning not to park there.
Do you think I should appeal or simply ignore? (I was technically wrong.)
Any advice would be fully appreciated as I am a little confused by the current legislation.

here is your answer,,,IGNORE.its not legit,its not a fine,it is however a FAKE ticket/invoice,called a parking charge notice,which equates to loo paper,worry not,relax and dont fall for this SCAM.the genuine ticket is called a PENALTY charge notice,you dont have this,only the fake one,do not contact in any way shape or form, as they will believe ur hooked and keep pestering you for longer.0

Technically wrong? I think attempting to impose an unenforceable contractual penalty is technically wrongerer.

I just assumed that the hospital would have some way of enforcing the parking regulations. As an employee, do you think the car parking partnership would be able to enforce the "invoice demand" by some form of deduction from my salary?0 -
They cannot deduct anything from your salary, that would not be a legal deduction. This company is a third party the hospital/employer are not debt collectors. I presume you pay to park under some kind of permit scheme, so there is no loss to the hospital, so nothing to worry about.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Like in that thread, all you have done is use a parking place you should not have used, and CPP presumably have signs to say that if a driver does this they'll get a fake PCN.
There is no other remedy open to CPP except to take the driver to Small Claims if they reckon they have a case. They won't do that though because they don't know how and would lose. However I suggest you ready yourself for the pretty horrible/unlawful threatograms from PS&P and report them to anyone you can think of when they arrive:

So you could ignore right now from the outset, or appeal, then appeal again to POPLA (Google it or search the forum please) then ignore again. But don't pay!'PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If it's a public road, then a private company slapping tickets on would be very bad for them.0 -

I'm 99% sure the road belongs to the hospital. It is a "hospital back road" as described by the CPN ticket.
The ticket states I was " parked in an unauthorised or restricted area"0 -
Still you have not caused them any loss as you pay to park, is it your fault that they cannot provide what you've paid for ?
