disciplinary at work for avoiding to pay PPC by meteor

my friend works in hospital. he parked in a disabled bay but he stuck the old PPC notice of a friend so that he doesnt get a ticket. Now his employers are looking to give him a disciplinary(for committing a fraud). how should he approach this? Help please:(

Firstly I'd be pointing out to the employer that it's breaking a contract not fraud. Secondly that it's none of their business and would they like to speak to your friends solicitor. Does your friend belong to a union - if so get them involved.
I'll add, if the employer thought it really was fraud then they should report it to the police as fraud is a criminal offence. In fact urge them to ring the police - I bet the police could do with a good laugh !All aboard the Gus Bus !0 -

WHAT ????? The NHS employ someone in a role called "Regional Counter Fraud Officer" ? WHY ? Prescription fraud detection is outsourced to Capita so clearly it's a worthless role to still have !

Yes that's true. That's NHS for you my friend. I have read the letter myself it did mention the regional counter fraud officer. He's got the meeting with him next week. Are there any more arguments (apart from the ones you mentioned) he can present in the meeting?0

Well he could start by asking the "fraud officer" ( sorry I can't take that title seriously - jumped up little plonker would be more appropriate ) where it is documented that sharing a permit is not allowed.All aboard the Gus Bus !0

He didn't share the permit but he used a parking charge notice that was given to his friend 3 weeks before.0 -

A parking charge notice is an invoice to pay a charge that the private parking operator believes is due. So your friend stuck a "private parking ticket" on his windscreen ? While not the cleverest of ideas I really can't see how that can be fraud ? Whatever he displayed, he should ask the officer where it's documented that what he did was fraud. If the officer tries claiming it's the law then your friend should demand the police are phoned.All aboard the Gus Bus !0 -

I agree with SodG24.
Why shouldn't any car have a previous fake PCN on it, even from another vehicle, it's not as if a fake PCN is a PERMIT!
No-one has to pay these fake PCNs so how exactly is it fraud to be driving around with it on the windscreen, any more than it would be for a deluded Palace fan to adorn their vehicle with some crappy banner or stuffed eagle...:) . It's just litter on a car windscreen, that's all.
In real life (real ticketing!) a Council doesn't accuse a driver of fraud if there's already a PCN on a car windscreen from days before. They just add another one each day. Some people drive round with WEEKS worth of P&D tickets littering their dashboard but the Council doesn't accuse them of fraud - if they cannot see a current permit they issue a PCN anyway. There is no fraud here. Your friend could have been using it to make a point to other staff that the whole thing is a scam.
Worth me asking, was the friend disabled in any way (any chronic condition)?

So were the posters on this thread when one of them was personally sought out in the Hospital, by the security guy, and I think a letter was sent to his home address even though he had NOT given his address in a simple email appeal (and neither was he the registered keeper). Your friend's case is a little different but the fact there's a fake PCN on a car for a laugh doesn't = disciplinary action! Anyone could have put that fake PCN on the car for a prank!!

Fake PCNs cancelled after the poster learnt a little from reading about the fact that these 'tickets' are just contract allegations issued by a parking company. Not anything to do with their job unless I suppose, these tickets are completely in-house contract matters. I have heard of Hospitals using their own security team to self-ticket but there's always a PPC behind it, the victim is requested to pay a PPC at a PO Box, not the Hospital.
