disciplinary at work for avoiding to pay PPC by meteor

    No he is not disabled in any way. The PPC is meteor(managing car park for blackburn hospital).

    I think he should talk to someone. When he is employed by the hospital and is seeking to avoid paying fees in the employer's car park, normal legalities do not come into it, the contract of employment comes into it.
    This may well fall into their definition of defrauding one's employer, in the same way as seeking to avoid paying for food consumed in a staff restaurant could well, and probably would, lead to a disciplinary hearing.

    And then, to add to it, he is not disabled and has parked in a disabled bay.

    Just for note, my employer provides a free car park, but once it's full, tough. If you double park - which is not allowed-, on the second occasion you will go to a disciplinary.

    So what he has done is used a disabled bay without being disabled - which isn't the cleverest behaviour in the World as it's anti-social and stops a genuine disabled person from using the bay.

    By doing that, was he avoiding having to pay for a parking permit? Do staff normally have to pay to park, and he therefore didn't?

It gets deducted every month from his wages. he was just trying to avoid fake PCN by meteor. by the way the disabled bay he used was in staff car park not the free disabled car park for patients and visitors.

    Right. So he has paid to park in that car park. So there's no loss to the Hospital, no attempt to avoid paying for his parking.

    All he has done is use a bay he should not have used, and Meteor presumably have signs to say that if a driver does this they'll get a fake PCN. So they should have just put another fake PCN on the vehicle, that's what their signs say they'll do. There is no other remedy open to Meteor except to take the driver to Small Claims if they reckon they have a case. They won't do that though because they don't know how and would lose.

    So Meteor are rattling the Hospital's cage and trying to get them to squeeze the staff member instead.

    If the staff member did get a new 'fake PCN' that day from Meteor then he should say ''I am waiting for Meteor to take the matter to Small Claims if they reckon I should pay them some money. This is not a diciplinary matter and no fraud has occurred, there's simply an allegation by Meteor of a breach of contract, which I deny, and I am happy for Meteor to put this before the Small Claims Track.''

    If they ask why was the other fake PCN on the car he could say for a joke/he forgot he still had it there/has no idea but no fraud was intended/whatever.

    And he should definitely ask for written proof of where in his employment contract has he agreed to run the risk of possible disciplinary action on top of receiving a fake PCN from a third party. This is not a debt to the Hospital.

    Well if he's paid to park there is no fraud, there is no loss! And as meteor are in the bpa aos , and they have refused an appeal then it goes to popla, demand a code to do so, if he hasn't appealed do so now , your friend has a legal right to use popla (in England & Wales post Oct 1st) but must exhaust their process to do so. This has nothing to do with the hospital as its a third party company, are they trying to pass themselves off as debt collectors now?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?
