Retailers are not generally regulated by the FSA... I doubt whether it (or its successors) would ever be given any power to do so. The FSA is just not geared up or financed to deal with non-regulated organisations. (It is funded by authorised firms.) Of course some of the retailers are outside the UK anyway.0
