Or should it be - does their voting system still make sense when the decision is effectively made by less than a quarter of the states?
I have noticed that a lot of the campaigning was not so much "Vote for me, not the other guy" as it was "Don't forget to go and vote". Makes me wonder how representative it really is.

I think he means that the face of the next president is the same as the face of the current incumbent.
