Maybe an expert could correct me but I assumed that it would keep expanding and contracting throughout its lifetime depending on the moisture content of the room. That presumably will change with the rooms use and the season.
You're correct.It doesn't just expand to start with then stop when it feels like it!Just like any other wood it changes.A bit like doors can swell and stick in warmer weather.

Heat and damp will play a part in contraction and expansion. Theres not enough movement though to give real problems with a carpet fitted on top. Were talking mm, and with the carpet and underlay on top of the laminate - the heat differences it will go through are minimised. Its a more stable environment, with a relatively constant temperature above and below. You'd get much more movement with it open to the air (hence the gaps at the skirt).0 -

Not an expert but your view is exactly as I was about to post, ie, the expansion gap is there to cope with expansion and contraction of the laminate due to atmospheric conditions, how wet or dry it gtets.
It doesn't have a time limit.
The carpet over the top will not stop this movement of moisture, possibly even the contrary.I like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)
