How about telling us the name of the road and town so we can actually see what the junction looks like by Googling?

I think the original post means that the lines were repainted in a different position which the OP thinks is now dangerous. With the long breathless paragraph it sounds like the Give Way point is 3 feet into the main road - which seems unlikely. Or that there are parking bays very close to the junction - which sounds like bad design.
I need to think of something new here...

Never thought I'd see this one used on MSE but...

Can you post a photo of the junction so we can see what the actual issue is.
A street view link showing the old layout would also be helpful.

You seem to be saying that the give way line has been moved forward by around 1-2 metres, and now ties into the centre of a marked parking bay. Is that right?

    Something like (if this works):

    - Edge of parking Bay
    ! = = = = = = = = - Give way line
    _______________________ - Kerbline

If so I assume the original arrangement was that the give way line tied into the kerb, and based on your reasoning directed traffic straight into the back of parked cars, rather than into the offside quarter! I don't see how it's less safe (but apologies if I've misenterpreted).

From the reference you gave (p32):

“Even in the case of occupiers of land, there is no duty to give warning of obvious dangers:
see the recent case of Tomlinson v Congleton Borough Council [2004] 1 AC 46. People must
accept responsibility for their own actions and take the necessary care to avoid injuring
themselves or others. And a highway authority is not of course the occupier of the highway
and does not owe the common duty of care.

That would seem to cover the lack of a duty to prevent people driving into parked cars.

i'm limited to what i can post and PM with just joining if you could bear with me on this i could do with any sensible advice as the highways guys were no use whatsoever and couldn't admit the lines were painted wrongly despite one of them offering to pay the contractor to put them right.

Am I right in thinking that the Highways team have offered to return the markings to their original position? In which case that seems to solve your problem?

I probably can give some sensible advice, but at the moment I'm not clear what you are after.
