If you've got a vested interest in making the crook's life a misery I say go for it, but you might get further linking your ad with some editorial - quite often if a newspaper is being paid for advertising they will be amenable to writing a piece which will get you far more publicity - the newspaper will also be able to warn you about libel aspects better than us I think.
Tread carefully though - you don't want to wake up next to a horse's head...;)0
