I appreciate its not a good story for a seller to keep telling porkies about but in reality he has probably bought a pallet of faulty ones and just needs a story to tell in his listings.
If he was out to scam and just sell but not deliver i would be selling perfectly working ones not faulty ones. But is you are worried open a case as soon as could be deemed reasonable time to wait for it to be delivered.

Just a update..
Still not received item & no reply to my messages, from seller.
I have opened a paypal dispute & within 30 minutes I get a reply from seller & a royal mail tracking number.He asked me to end the dispute, because he as given me a tracking number ( no chance).
All the tracking number says is parcel in progress,could be to anyone.

The Item arrived,not in the condition the seller discribed.
I closed the paypal case,because the item had been delivered.
I did not know you can not open another case for item not as discribed.
Well I decided to resell the item, with all the faults listed... the winning bidder has not paid & they have the same post code has the original seller.
Very strange
