Recieved a Ticket from a PPC (CMS UK) and need to know what to do in MY circumsatnces

OK this is not unique I know - I have posted in another thread but thought I would start a new one as my situation was after 1 - 10 -2012 so some changes are in place
I parked in a car park at a retail outlet - I have disabled badges and have chronic back problems - I thought I had put my badges on the dash But they had fallen down as I left the car.
I came back to the car to see a ticket for not displaying my badges - the charge is £90.00 with a discount to 55 if payed withing 14 days - I appealed within a day or two of the ticket being issued and have not heard a reply
Now I appealed on the basis I am disabled - I do have blue badges - and I was parked in a correct ct manor.
Since the ticket I have been back to the car park and discovered lots of signage inconsistencies and a lack of information for disabled drivers - I was under the notion of the fact the Blue Badge Scheme is not valid in off street car parks unless its council or traffic warden patrolled area.
The manager of a Costco told me this and stated the disabled spaces are a courtesy only.
Now - I have a lot more information to appeal my case - should I send this additional info to the PPC or just wait and send it in to POPLA and appeal that way? will POPLA look at any NEW evidence OR will they only consider the SAME information you gave the PPC
I have had a call to POPLA and they said very little - to be honest the person on the phone could not tell me much at all about the process
So I am at this stage thinking of paying to get the discount - Then fighting it? Some may berate me for this BUT there is a lack of solid info on what the general public should do here.
Please dont flame me for this I an genuinely in a quandary as to what to do - as I cant tell what POPLA will look at and I DO NOT want to give the PPC any additional info regarding my appeal to popla and I dont want to have a POPLA appeal rejected as this is obviously going to have weight will a court......I meant why wouldn't it.
This is a mine field and POPLA have made it worse imho for the average motorist - who are not legal eagles
Please give some good advise here! point me in the right direction......

You have two choices depending on how much free time you have
1) Ignore them and their silly threat-o-grams
2) Appeal to the PPC. If that fails, appeal to POPLA. If that fails, go back to point 1. If you go this route, the PPC will have to pay £32 for the POPLA appealOne important thing to remember is that when you get to the end of this sentence, you'll realise it's just my sig.0 -
He's already contacted the PPC Halibut, so he must wait for a response I guess.
OP don't do anything further, if they don't contact you within I thing 28 days then they cannot go any further with it. If you want it to go to popla it will cost them £32.40 if they do reply with a refusal. popla is binding on them but not you, you can simply ignore them afterwards. If they do refuse you after providing proof that you are disabled they could potentially be sued for breaking the Equalities Act by not allowing reasonable adjustments.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Why would you pay for something you don't need to.
You are taking this lot far to Seriously.
Some of us get tickets for the heck of it.
Oh that reminds me euro car parks goon wont even give me a ticket anymore at the local SainsburyFor everthing else there's mastercard.
For clampers there's Barclaycard.0 -
Maybe after my first one I may become more militant......just need to see how this goes - how ignorant of this sort of thing I was.
To cover all bases I am sending a new appeal to the ppc that will be the same I send to POPLA if I get to that stage - to set the water,,,I will keep you posted0 -

What is the guidance on the reply from a PPC following an appeal from a victim.....
Or can they just reply when they reply - no time limit? I am puckering up for a POPLA appeal -0 -
