He has a web site set up for cold callers. He says "There is no point in contacting The Information Commissioner, they do not take any action." no wonder these parasites continue to pester people when little is done

Some of these callers (it comes up international on my phone) will not listen to reason as they seem to be reading off a set script.
They always ask for me by name then start the same spiel re ppi insurance or the "much bad problem with your computer sir".
I even tried a few weeks back when I was rang about missold ppi telling them "im so sorry but mr ..(my name) died a few weeks back hoping surely that would put them off but he never even missed a beat and continued with"ok sir,you know YOU may be entitled to compensation for missold......... I just slammed the phone down in disgust.:(:(
This has happened to me too. I used to be polite but not after that. TPS has made little difference, I get 3 - 4 a day

I use truecall to block calls but I do think its high time the Information Commissioner get off there @rse and fined companies. For each complaint carries a minimum fine of £10. Sadly it hard to trace some of these companies as they hide there number or use VOIP0

Also reported by BBC News today for those not wanting to sully their eyes by looking at the DM's monsterous website:

We have caller display on our phone plus an answerphone.
It was a cheap one from Argos.
If we are in and the phone rings and we do not recognise the number or it is 'withheld', we don't answer it.
99 times out of 100 the call is ended as soon as it switches to the answerphone message (which we have deliberately left generic rather than personalising it).
I can't understand why people are saying these callers "won't take 'no' for an answer".
Even if you feel compelled to answer the phone in the first place, why don't you just put it down as soon as you realise what the call is about?0 -

As someone above says, you want TrueCall. I've just bought it because I'm fed up of overseas callers (yes, I've been on TPS for years) who won't take me off their lists. Can't say how well it works yet, but it claims to do what you say above.Mortgage when started: £330,995

He did not actually take them to court, from your link: -
"Marketing firm AAC, which made the call on PPI’s behalf, settled Mr Herman’s claim on September 14 before the case appeared before a judge."

Will look into TrueCall thanks but doesn't it make you sick that you actually have to go out and spend money on something to stop these calls when we shouldn't be getting them anyway.0

I've got Truecall, and its brilliant to be free of all these annoying calls.
It is not cheap, but my home is soooo peaceful now.0
