Ebay delivery problems

Hi guys please help!
I won an ebay item and paid £11 shipping for it over a week ago. I still haven't received it but I have been given the tracking number. I have now come to realise that shipping only cost the seller £4 and that he used collect+. I have checked the tracking every day and it seems to update to random things that never happened. It says delivery has been attempted on a day that I was in all day and nobody knocked. No 'sorry you were out' card was left. Also it says 're-delivery scheduled' or something similar which it obviously never was. So what happens now? Can I start a case, get my money back, and just have collect+ ship it back to the seller? I am tired of waiting. I also feel ripped off to be paying £11 when it actually cost £4. Can someone please tell me my options here? This was a business seller by the way. thank you!

Firstly, email your selller and give them a chance to respond. many of us have had appalling service from Collect Plus and seller might not even realise this is happening.
Depending on response from seller you can open an INR , but do give the selelr 48 hours or so to get back to you.
If item arrives and you are unhappy at the postage overcharge then use thestars and feedback accordingly- it might also be worth asking the seller outright for a partial refund on the basis that 'he has obviously made a mistake in the amount charged'

Thanks Soolin. Yes I've contacted the seller and he has got back to me with a response like 'please check your tracking number as that will tell you where the parcel is' and that was it. What should I say to him now? Or do you think I can start the INR now?0

How many working days has it actually been? With Collect Plus I am always inclined to give a seller a bit more leeway as they are really problematic.

Thanks yes I've just sent him one saying that the tracking information is incorrect. Out of curiosity, what if the tracking changes to 'delivered' when it hasn't really been? Will I lose any ebay/paypal case and then have no leg to stand on in terms of getting a refund? Or can I fight it out with collect+ in the end?0

As the people above said. Talk to the seller. I HATE it when a buyer causes hassle over a postage issue. Once the item is posted the seller cant do much so dont open a case yet.
As for the £11 postage, you paid it... You could ask the seller for a refund of the difference. I have messaged people before and a good lot of them obliged.0 -

Ebay/ PP side with the buyer the vast majority of the time so if a case opens, you should win.0 -
My response would depend on the seller's attitude. Telling you to look at the tracking is not an encouraging start. Good sellers would be more sympathetic and helpful with this and acknowledge that they are responsible to get the item to you. They should be chasing up the tracking and contacting the carrier, not expecting you to do it.
If his reply to your second email is as dismissive as the first I would open an INR claim.0 -

eBay and Paypal will both side with the seller NOT the buyer.0 -
Does the tracking have your postcode on it anywhere? The incorrect delivery attempts make it seem like it's for another house entirely?0

My answer reflects this. As I said eBay will side with the buyer (op)
Tell me this, if an item gets lost in the post and the buyer doesnt receive the item, does the seller walk away with the funds and not refund? The seller has to chase up the lost parcel and refund if not received. Hence the item not received cases...
It doesnt matter how it was posted. Whether it be plane, van or camel, the buyer has to receive the item under the sellers responsibilities.0
