What part of they do not want you to park there do you not understand?
Certain places blue badge or not, they won't clamp or tow your car, but the owner will be damn sorry they parked unauthorised after their car is vandalised! But yes fight the good fight. Where are you parking at present then?
What part of this is private land you don't understand? Whether they want them there or not unless they put a barrier across it there is not a lot they can do !
And by the way who is going to do the criminal act of vandalising a car ?Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Stick with the Council then. You said they are her landlord and they used to own the land but sold it off? As advised before, ask what steps they took to ensure that disabled tenants were not disadvantaged and specifically ask for one of the 4 free spaces to be allocated to her, as a 'reasonable adjustment' under the Equality Act.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Council have sold the land used for parking by the building residents.
Council now rent 8 spaces on the land for use by blue badge holders.
Council have issued 8 permits to blue badge holders in the building.
Only 4 spaces are ever used.
It would appear that 4 permits have been issued to blue badge holders that don't own a car. ( lots of blue badge holders don't own a car, my mother for one ).
Parking is for residents with blue badge and permit but you might find 4 residents with a blue badge but no car have grabbed the permit so that their son / daughter can park there when they visit.
Might be worth trying to find who has the permits and if they have a car and have another go at the council.0 -

This. Or are there double yellow lines painted? Remember in Scotland as long as there are no loading marks on the kerb, you can park on double yellow lines for as long as you like with a blue badge, it is why Scottish badge holders don't get issued with time clocks.
As the PCC can't do anything to you, I'd be tempted to park in the car park anyway, just not in a space if that is actually possible!What if there was no such thing as a rhetorical question?0
