The council cannot refuse parking in a disabled space for someone with a disabled badge providing there's space there. You really need to clarify the situation here, brittania are a private parking company, and will only work on private land unless they act for the council. If this is under the council there should be a Traffic Regulation Order for the spaces I believe and this is a public document that you have a legal right to see. So go back to them.

I do not know how to clarify it. This is my issue

I know that North Lanarkshire council did own the land, They told me they sold it to a private company and they are being given these 8 spaces for disabled residents. Council give disabled residents x 8 a smaller badge which states they can park there.

There are only ever 4 cars there as I have told them on several occassions.

    Does that help!

Well its private land then, end of issue. So there will be no fines as Brittania cannot issue them, they cannot clamp or tow your MIL. So they could be in breach of the equalities act if they do not make reasonable adjustments for someone who IS and they KNOW who is disabled. Have you approached Brittania about this at all ?
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

There is no point speaking to the council, they don't own the land as they sold it. And there is no point speaking to the person who is (not) a warden as he is just there putting invoices on the screen. Try speaking to their office and see what happens.

    Hello

The landlord is North Lanarkshire council, They are saying there are no spaces. But there clearly is and I have submitted evidence.

    Still confused

There is every point in emailing the Council, they are the landord and if they've sold the land then they may have disadvantaged their disabled residents.

Also copy in the company they sold the car park to, and also Britannia. Send the same letter to all 3 companies (Britannia surely don't own the car park themselves).

Word it as I have already suggested, All 3 companies are customer-facing so all 3 have a duty of care to the public -and specific duties under the Equality Act 2010 - so it will get them all jumping! :D
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Interesting angle coupon, how would the council know they were disadvantaging disabled folk by selling the land ? Surely as the owner they have a right to sell if they wish ? And as they have no control over the land now, what do you expect them to do ?

    something doesn't make sense here.

if the council have sold the land to britannia, and britannia have allocated the spaces as disabled residents spaces, then where are britannia getting income from to sustain their investment?

PPCs don't buy non-charging land with only the limited potential to issue invoices.

OP - you need to re-check your facts imho.
