    Part of the benefit is recycled back the exchequer through tax and duty. The Government is happy to to take the tax from these dangerous substances accepting the risk that some will need medical treatment.

    If they foreshorten their life then it saves on future benefit and pension payments.

    Tinkering with how welfare gets paid will do little to resolve the actual problem.

    EU law means we can only have 3 rates of VAT, we have 20% rate, 5% rate and of course zero rate.

    There would be so many arguments ending up in court that this would simply be a non-starter.

    The tax system needs to be simplified.......

    I know - the EU wants to further simplify VAT by applying it to everything. Doubt Income tax will fall to "compensate" either.

    Have you checked your supermarket bills recently to establish what items are already classed as luxuries and already taxed.
