    This would actually reduce government revenue anyhow based on the amount of VAT/DUTY on booze and fags most of it ends up back in the governments pockets anyhow. Maybe they should just introduce a Sky and large TV tax as well? I'm all for increasing taxes on Booze/Fags/Sky TV etc (and I do drink a little and have a sky sub), these items are non-essentials by any stretch of the imagination but pricing them out of the average benefits claimants pocket would actually raise revenue.

    A prepay card is only going to be accepted at places set up to accept it, i.e. larger retailers. So those on a limited budget who take advantage of markets or cheaper local shops will be forced to buy less at tesco.

    Great for tesco etc not so good for those in need.

    It's a restriction on trade. It's expensive to administer, and would not save the taxpayer a bean.

    I also believe a luxury tax on non essentials would be good idea , with aim being to focus consumption, the question is what is a "luxury"?

    Agreed, but it doesn't mean impossible either, if they really don't like they can go and get a job.

    EU law means we can only have 3 rates of VAT, we have 20% rate, 5% rate and of course zero rate.

    There would be so many arguments ending up in court that this would simply be a non-starter.

    The tax system needs to be simplified.......

    I bet it does when you consider the cost of treating alcohol and smoking related disorders and diseaseto the NHS.

    Not to mention no one wants to employ a drunken bum. It's the first step towards getting these idiots back in work, preferably picking potatoes in the middle of winter.
