Confused.. How to work out what our line should be capable of & limit we could manage

Can anyone help in plain English before I start calling ISP's & get them telling me stuff just to get me to hook up? I need to find out what speed our line SHOULD be capable of, not just what it has been or what Sky say they've now set it to after "fixing the fault". & also how to work out, if we used it to stream iPlayer…

10 Mbps downstream, I'd have thought with the 27.5db line attenuation I'd expect speed to be nearer 16Mbps, try plugging the router into the master test socket and check again.
