Actually, I think this is the right board for this question. This is more of a Question/Suggestion than discuss how the forum is run

vBulletin 3.5.3 Options:

Message Posting and Editing Options:

"Specify the time-limit (in minutes) within which the thread title may be edited by the user who started the thread."

Depending on what this is set to depends on how many minutes after posting a thread title can be changed.
