            I totally agree, HMRC are not at fault for that. If I were the Government, I would have insisted that HMRC put their house properly in order in the current system before going for yet another massively ambitious system change - RTI.
 So get the current data right, have a system which is capable of identifying silly assessments like doubling and tripling someone's income and not sending them out but culling them. Get every single assessment or calculation out within 12 months of the information being received. No more silly definitions of "information" including one set of stuff when it suits HMRC and a completely different set of stuff when it doesn't.
 Answer the phone with a real person within 5 minutes every single time, and so on.
 In a nutshell, move from a 2 out of 10 tax service to at least a 5 out of 10 one, then put in place a plan for the ambitious system change. When it all goes wrong, the top brass will as usual point their fingers in all possible directions except where the real blame lies.Hideous Muddles from Right Charlies0
