I would send your info to the DVLA:

and copy in these Managers as well:

They are all over dodgy PPCs like a rash at the moment and have recently taken some sanctions against VPS. You could add to their file and could have a big effect. The DVLA are getting very overloaded with complaints about this but that's not a reason to keep up the pressure of course.
If you want to stay anonymous use a different email address and name, or just do as I did when emailing them, I just said the email addy and name were not to passed on anywhere (especially not to the BPA or to any of the private parking companies).PRIVATE 'PCN'?
