Of course it has been done poste haste - the scheme was announced on Thursday and launched 4 days later!

The existence of MSE threads is wholly irrelevant, the fact is that Royal Mail should have informed us of the scheme, they did not!

I have a recorded phone conversation with MIKE G********who is a manager at Barton Upon Humber delivery office. A recording made in the last hour.

Mr. Gallagher claimed that all addresses had been sent a letter about the delivery to neighbour scheme, with the sticker enclosed in that letter! No-one I know has received that letter! Neighbours, postmistress, MP, local newspaper reporter - none of them!

I then asked Mr, Gallagher if he had received such a letter at his home address. He has not! He actually lives in DN14 area - not covered by Barton Upon Humber (DN18) so I can only assume that DN14 had not received those letters either!

I asked Mr. Gallagher for a copy of the letter and he said he had one in front of him - but that letter turned out to be a letter I already had delivered to me - about the other recent changes in the delivery rounds. He could not find any letter about the delivery to neighbour scheme whatsoever!

Until I can at least put up a sticker I have no alternative other than to collect all of my mail from the depot.

What changes are making mail undeliverable?

The later delivery times is resulting in more post being returned to the delivery depot (that is according to depot staff)

Piles of packages is normal, especially at this time of year. This is when it starts picking up pre "insert swear word" Ppl start ordering around this time for the big fat guy coming.

According to staff member I spoke to (she told me she had worked there 15 years) she has never had such a pile of parcels being returned as undeliverable - all down to the changes in the rounds - postal officers getting used to the rounds, later deliveries etc.

Again, nothing to do with post mistress at PO either. Nothing to do with her. PO and RM are 2 separate companies. [

What? The Post Office is part of the Royal Mail group! I can pick up leaflets about Royal Mail services from the Post Office in which the Post Office has no involvement whatsoever (eg Mail Collect) So, why would I not expect to collect a leaflet about Delivery to Neighbour from the Post Office? And shouldn't the postmistress at least receive notification of the scheme to her home address? She did not!

thats right. I recall many people on this board maligning the strike that included issues such as a change to start times. since then people seem concerned that mail is getting to them later. strange one that

Here is a page from the Parliamentary & Health Service Ombudsman website. Anyone notice two declaring mistakes?

    1. Postcomm no longer exists!
    2. Consumer Direct no longer exists!

However, if you have a complaint against Ofcom for allowing the introduction of this scheme you can complain to the Parliamentary Ombudsman, via your MP. Just be sure to tell the Ombudsman that Ofcom stands for the Office of Communications as the Ombudsman has not heard of Ofcom!

    Postal services

The Ombudsman is normally unable to look at complaints about postal services.
You should contact the following organisations which will be able to tell you how to take forward your complaint about these services.

    Postcomm
Postcomm is an independent regulator which licenses postal operators; controls the Royal Mail's prices and quality of service; promotes competition in postal services and safeguards the universal postal service.

    Hercules House
    6 Hercules Road
    London

    Tel: 020 7593 2100

Please note that Postcomm do not investigate individual complaints.

If you are unhappy with the handling of your complaint by Postcomm it may be that the Ombudsman can look into your complaint. Please call our Helpline on 0345 015 4033 for further help and advice if your complaint is about Postcomm.

    Consumer Direct
Government funded service to help you sort out problems and disagreements you may be having with suppliers of goods and services.

You mean the MPs happily carving up RM in privitisation?

I don't know where you get those dates from, it was trialed last year, and I got my letter through about 3/4 weeks ago.

Every household in the country SHOULD have been delivered a blank white envelope addressed to "The Householder" or "The Addressee" Can't remember the exact terminology they used, which is why I am assuming like many other household items, many people put them straight in the bin.

Sorry but... typical RM Manager, knows nothing :rotfl: The stickers do not come with the letter... they MUST be ordered separately when you opt out.

As I said, if your office is going through a revision atm, I doubt very much if posties will have time to LWN atm, so you should be fine anyway.

Which they should be taking out again, not putting in the locker as undeliverable. I imagine it may take a few weeks to bed in, if it works. I have my doubts. As I said before, it means the posties in your area haven't got time to complete their duties, so will have no time to LWN.

Again, parcels where a delivery attempt has not been made shouldn't be going back to her. It's only the ones that have an attempted delivery that should be going back to her.

You can pick up your DVLA tax disc forms at the post office too? Does that make them the same company? Would you expect to pick up a leaflet there for your local take away or virgin because your postie delivers them?

It certainly sounds like this has come at a bad time for your local delivery office, typical RM I'm afraid.

As I said, I do agree with you it should be opt in rather than opt out.

I'm soooooooooooo glad I got out when I did :)

I tried to make a complaint today to Royal Mail about the failure to notify me of the scheme starting yesterday. I was astonished when told I could not complain because Ofcom approves the scheme!

I tried calling again, this time I was told that I could complain but as this was first complaint they would not respond to let me know the outcome!

So, I called again and the another lady said that was Royal Mail's complaints procedure - not to respond to a first complaint!

That is strange, because the complaints procedure that Royal Mail have agreed with Ofcom gives a time limit to respond, and there is nothing in that agreed complaints procedure allowing Royal Mail to opt-out from responding to a first complaint!

So, I goes to Ofcom and tell them that Royal Mail are not abiding by the complaints procedure agreed between Ofcom and Royal Mail - the answer was predictable - we do not deal with individual complaints!

So, I will have to exhaust the complaints procedure with Royal Mail and then take the complaint to the Postal Redress Service (assuming the complaint is not resolved). But, the Postal Redress Service has not even heard of the Delivery to Neighbour scheme!!!

Here is a list of people/organisations that I have contacted who have not heard of the Delivery to Neigbour scheme and not received any communication from Royal Mail about the scheme...

    1. Postmistress in our village
    2. Local MP and his staff.
    3. News reporter at S!!!!horpe Telegraph.
    4. The Court Service
    5. Information Commissioners Office
    6. The Postal Redress Service
    7. Hull County Court
    8. Six neighbours
    9. Citizens Advice Bureau helpline (formerly Consumer Direct) who have a team that deals with postal issues!
    10. News reporter at Hull Daily Mail
    11. The Parliamentary & Health Service Ombudsman (who have a remit to investigate complaints against Ofcom)

Additionally, the Parliamentary & Health Service Ombudsman still think that Postcomm regulate Postal Services...
    http://www.ombudsman.org.uk/make-a-complaint/if-we-cant-help/postal-services

Here are the persons who have heard of the scheme but not received any communication from Royal Mail at their home address...

    1. Mike G******** - manager at Barton Upon Humber Delivery Office
    2. Worker at Barton-Upon-Humber delivery office
    3. Three employees in Royal Mail's complaints department

In total, I have found just two people who have received Royal Mail's letter about the scheme! Did you receive your copy? According to Royal Mail, 29 Million were sent out in August this year!
