properties in Reading for single person

Sorry correction - Usk Road/Dee Road area of Tilehurst is not a very nice area (although might be biased because exmil lives there). Old Tilehurst is certainly different. I still preferred Calcot though. Maybe that is because it is extremely convenient for going anywhere in the UK. Theale is definately a good option, although more expensive than Reading perse I think (been a while).
Not really Tilehust though are they? Calcot is convenient for the M4 if that's what you mean but it is still a large new housing estate which you could transplant to just about anywhere else in the UK.
Theale is more expensive than some parts of Reading and cheaper than others .
The trouble with new flats in Reading as in a lot of places is that they seam to have gone overboard with the two bedroom flats.Rational judgement, now, at this very moment.

as for budget for me and a typical single person, income is 22,000, so 4x/5x (can someone confirm?) that plus deposit which i have about 10k at the moment.0

That's not going to get you a lot. Have you thought about shared ownership schemes?Rational judgement, now, at this very moment.

Shared ownership is the self harm scheme of the property world.
I use to build the flats in Reading. The main concentrations were on the Oxford Road, cluster in Caversham next to river, south Reading just before you get to whitley.
Personally speaking you are better of getting a bigger terrace house for same cost and no service charge.:exclamatiScams - Shared Equity, Shared Ownership, Newbuy, Firstbuy and Help to Buy.

You'd get that for £50k or less in my Midlands city, or £90k in a nice area.(AKA HRH_MUngo)

You almost certainly won't get 5x, unless for example you're a newly-qualified professional with good expectations of future salary uplift. 3.5x is more realistic. But you should speak to a mortgage advisor (independent one). You'll need a 10% deposit plus solicitor and survey fees, so keep saving as £10k won't be enough.
