What is your point?
The OP wants a road bike under £1K. It is not so many years ago that you could have ridden the TdF on a bike like that.
Whilst it would be nice to have a top end carbon frame and forks, SRAM/Dura Ace gears and a fast set of deep rim alloy wheels, they will not make you go any quicker than a bike costing a tenth of the price.

Why a road bike? Why not a touring or hybrid bike with a good range of commuting gears, rack and mudguards, plus touring tyres which are a bit more puncture and pothole resistant than skinny racing tyres? You can have big gears by choosing a larger front ring and if you do decide to go for speed in the summer months you can strip the mudguards and rack off and fit skinner tyres. I'm basically talking about what would be called a fast Audax bike, my OH had a fabulous made to measure Longstaff that did just this but there are off the peg bikes availible nowadays.
