I got a letter to 'the occupier' from tv licence people. They mention that if we do notpay the licence they will investigate.
Reading the letter makes one want to pay even though we don't have a telly. Our telly is at my mums house as we have been moving around a lot. We dont even have broadband so what exactly will they 'investigate'?

Why don't you contact them and tell them you don't need a licence, that should get them off your back.Some days you're the dog..... most days you're the tree!

You need a licence if you watch live broadcasts or record live, however you view it. It has nothing to do with owning a TV or having BB.0 -

Still not eligible to pay for it. So how do they investigate...i am at work from 9am to 9 pm! How the heck will they investigate exactly?
Not having a tv licence is the only situation where you are guilty until proven innocent.0 -
The letters are simply mass-generated circulars which they fire off at an interval of about 1 a month to most addresses which do not appear on their database to try and frighten people into paying with threats of "investigations", "interviews under caution" and the like. Its all bluster and it can be safely ignored - you are not being specifically targeted.
As to how they investigate - someone might come round and knock on the door. At this point, they have to rely on the goodwill of the occupant to either let them in to root through their possessions, or to self-incriminate themselves. You can quite legally tell them where to go.
TVL like to overstate their authority - they exactly the same powers as your paperboy. They are simply employees of Capita who are contracted to the BBC. They have no right of entry to your house, and you are under no obligation to speak to them. You can treat them in exactly the same way you treat other door to door salesmen.0 -

You don't pay for a TV licence to watch TV in someone else's house.
You pay for a TV licence only if you have a TV in your house.
And watch live as it is broadcast TV on it. Or record it to watch it later.
