Traffic calming...who do i contact?

Aly, that really is an incredibly stupid idea.
You will get done by the police for obstruction if you deliberately park near to a junction in a way which stops lorries legitimately accessing the street.
Regarding the OP's original point, I don't understand why you are talking about traffic calming at all. This was an incident of one driver STUPIDLY reversing and going onto the pavement. Reversing isn't going to be made much safer by a bit of traffic calming - he simply should have been looking where he was going.
Traffic calming means more noise - very significantly more noise where lorries are concerned. The last thing you and your neighbours really want is the sound of lorries bumping up and down speed bumps all day and night.0 -

Seriously though, the problem here seems to be down to the road being shared between residential use and access for commercial vehicles. I don't know whether the business park or the houses came first, but either way it smacks of bad planning.

Be careful when calling for speed humps when HGV's are near - there was a case not too long ago in the Midlands News where a resident couldn't stand the noise of HGV's rattling over a speed hump near his house all night and waking him up. He rented a JCB and dug out the hump himself... :rotfl:
Just realise that heavy lorries + humps = lots of noise.
I like the buying cheap cars to park along the road :T Good luck
