I ran up £700 in tethering costs in a little over a month once. Still paying for that :-S
    But that was
    1. tethering not just general browsing
    2. not just browsing, it included pictures, videos etc.
    3. me thinking I was being reasonably careful with the amount of browsing I was doing (clearly not as much as I thought)
and 4. about 4 years ago - data prices have plummeted since.

With this in mind I'm torn between believing the OP and thinking ugly bridge-dweller...

What does the bill say the charges are for? Please give amounts of data, country of usage and cost. Otherwise we can't help you.

Looking on the VF website it says you will be charged 50p for every 25mb if you dont have a data bundle. This means you would have had to use 250,000Mb or 250gb of data to incur £5000.
