In my opinion, you're asking too much, or maybe expecting too much. They need to make money, after all, and they have suggested a good solution.

You know that iPhone will cost more than £45 a month for a free phone don't you, especially if you're going to be ripped off by insurance.
You also, I presume, know that a new contract for that phone will need to be credit checked, and I think you said you're credit wasn't in great shape?

I too think you are asking far too much, you want Vodafone to reduce the cost of your tariff by more than half.

I personally think it would be better for you to move to a sim only contract, either 30 day rolling contract or 12 month. I am not sure if Vodafone allow you to upgrade anytime from a 12 month sim only to a handset contract (I know my provider does). There are some very good deals on the 12 month SIM only contracts too.
