    They're under no obligation to fulfill your starchy needs, it's up to the takeaway to decide their terms of service which they're free to change. Your alternatives:

    1) Walk/drive/cycle to said takeaway
    2) Order something veggie to bring the value up
    3) Order from somewhere else
    4) Cook something yourself
    5) Stop complaining

    I think it's fine for the takeaway place to set conditions for home delivery e.g. a minimum order value, or including a main, or charging a delivery fee if the order is under a certain amount. What I'd object to is that they don't state this until you phone and place an order. It's embarrassing to phone up and be told that they won't accept your order - it would be much more convenient if the place stated their conditions on the menu.

    I never go for delivery, If I did I would only get the "westernised" menu, I always go in and flirt like mad with the little cutie behind the counter and after a months hard flirting, I now get the real stuff.:D , Although I do have my limits, Stuffed Ducks neck was great, Desicated Fish Gills mmmmm not again me-thinks
