Bailiff Taken my car because of fines incured by previous owner.

Can you please post back to say whether you were required to actually go an pick the car up. If so, where did you have to go to pick the vehicle up?
The bailiff made an error in taking YOUR acr and it is clear that to remedy his error, Newlyn should have returned the car back to you.
If this did not happen, I would strongly suggest that you write a very strong letter of complaint to THE COUNCIL.
Some bailiff companies only have DVLA access by way of "paper requests". This means that they have to submit a written request to see whether a car is still owned by the person named on the warrant. A response will take approx 5 days to come back from DVLA.
Newlyn on the other hand do NOT have to wait this long. This is because, they are one of only a few companies that have been granted ONLINE access to DVLA records.
I would be furious if this was my car and almost certainly you are entitled to make a claim AGAINST THE COUNCIL.0
