If they were to do that without an official court warrent then they would be breaking the law themselves and you would be in your own right to legally cut the clamp off yourself.
Lets start with the basics - a debt collector has no legal powers at all, you will get letters from a debt collector for not paying these shysters - they will also probably say they will send a doorstep collector around - they wont as it costs them money to do that- its just another one of thei hollow threats to try and get you to cough up.
Bailiffs - will ONLY be appointed - IF they do take you to court, IF they win ( which they wouldnt ) and you fail to pay them within 28 days then they COULD instruct a bailiff to seize goods to the value of the amount owed, or they could get an attachmnet of earnings order.
You really are giving this too much credit, all you need to do is file the letters as they arrive, you paid therefore they are not out of pocket - they never have been - you legally owe them £0.00 simple as that.You may click thanks if you found my advice useful0 -

Please stop taking this FAKE IMPERSONATION of a parking 'ticket' so seriously!
Ignore it and you will just get the same letters we all do - and despite the 'debt collector' or 'solicitor' headings and bold lettering, threatening increasing charges, they really are very easy to ignore (as we all do!).
I am just an ordinary law abiding Mum with a mortgage, a clean credit record and a job that requires an enhanced CRB check (as does my husband's job). I laughed when I got one of these fake PCNs 4 years ago and was very pleased to waste their postage when I got the usual debt collector letters. I recently was amused to get another one on my windscreen and I am awaiting the letter chain with vague interest, just for a laugh.
A private company cannot affect your credit record without a credit agreement (shouldn't think you signed a credit agreement to this bunch of chancers while you were there?!). Without that they would need to achieve the small matter of winning in Court by convincing a judge that you owe them money.
They can't and they won't affect your credit rating and they can't and they won't send the boys round.
This will not even make a dent on a penny in your pocket. Do not take it seriously at all; do not respond to the letters in the absence of real sealed Court papers - which will not come. It's all just threats.

If they do write to you, providing you haven't given them your address, we would be interested as mentioned above, they are not in the AOS so they would have got your details illegally through a third party. Let us knowExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Last month I parked in the Morecambe Winter Gardens car park, behind b&m bargains and jonnys fun factory. It was a Sunday and I was running into B&M to get change. Maybe 3 minutes later I returned to find a ticket stuck to my windscreen for £75 or £100 if not paid within 14 days for [FONT="]‘[FONT="]failure to pay and display valid parking ticket’ and ‘Parked on Private Land.’[/FONT][/FONT] As their name suggests, they had literally pounced on my car the moment I had left it. With plenty of other cars around, and it being pay and display there was no sign to say it was 'private land', so this part confused me, but I was absolutely gutted and in tears at the thought of paying £75 for 3 minutes of parking. I didnt for a minute suspect it was a fake, as it was in the usual bright yellow plastic and having never heard of fake parking fines, I had no reason to suspect.
Later that evening I was about to write an appeal letter, and when typing their address I thought it slightly strange that they were named predator security and were based in coventry as fines are usually from the local council. Sure enough, just one google search revealed a host of forums about this dodgy company. I was so relieved! I then continued my letter, but this time instead of appealing, I wrote to let them know that I would not be paying their fine, that it is legally unenforceable and that only the local council or police have the right to issue fines. (a fact I found on the internet!) I also made sure not to put my name or address on the letter, the only details I gave were my vehicle registration (which they already had unfortunately) and their reference number. Under 'yours sincerley' I simply scrawled an illegible squiggle for a signature.
Sure enough, I have not heard a peep from them. From this I can only assume that they a) dont have access to DVLA records to obtain my address or b) were sufficiently put off chasing me from my letter of refusal to pay. Either way, I wouldn't even suggest you waste your time bothering to write to these people, unless you fancy giving them a piece of your mind! If you do, make sure you give them absolutely no personal details and there is nothing they can do. Its now been a month and a half and have heard nothing, I was expecting some threatening letters after reading that this was a possibilty from other forums, but have not even had those. If this changes, I will of course update this post, but I really dont think this will happen. I hope this post helps others in the same situation, I would hate to think of these cowboys scamming huge amounts of money from vulnerable people.0 -
