copy and pasted from an English council website

Council Tax - Who is Liable to Pay?
If you own the property you live in you are liable to pay Council Tax, together with your partner and any other resident joint owner(s) and their resident partner(s). If you rent the property and the owner lives elsewhere, you, together with any other joint tenants in your household and partners, will usually be liable. If the owner lives elsewhere and there is no tenancy agreement, all adult occupiers are jointly liable. In some circumstances the owner may be liable to pay Council Tax for a tenanted property. See 'Council Tax for flats, bedsits and shared houses' for further details.

well I've already pasted the governement view; liability yes but there is no requirement to be shown on the bill

I've just checked my own council tax bill and it's in my sole name even though the house is jointly owned with my wife who has been on the electoral roll for many years.

just checked westiminsters website, check your own councils website

Why am I liable to pay the bill?

The person placed first on the following list is normally liable to pay the Council Tax bill.

    resident/owner
    resident/tenant
    resident
owner (if the property is not used as a main residence)
People are jointly liable to pay if they are married, or live together, or if they are joint owners or tenants.

Cant see how they can pursue you for the money if you are not named on the bill.

It is after all a demand, how can they demand money from you or chase you for the money if you are not on the bill.

And if you dont pay in Scotland. you debt is passed to the sherriff officer/bailiff in England, I assume?.

Again, if your not on the bill, unsure how these debt collectors can get the money from you.

i know that in Scotland, that the Sherriff Officer will only pursue the named person on the bill. And the name has to be be spelled correctly, never mind chasing an invisible person for the dosh.

where does it say that they can't chase you if you're not named on the bill?

in fact both your quotes and mine specifically say there is joint liability WITHOUT mentioning who is on the bill

last one - from Liverpool Council website on council tax

    You should pay if:
Generally, the person who is highest in the following list is liable to pay the Council Tax:

Resident freeholder eg an owner occupier.
Resident leaseholder eg an owner occupier who is paying a ground rent.
Resident statutory or secure tenant eg a council or private tenant.
Resident licensee eg the landlord of a public house who lives on the premises.
    Other resident eg a squatter.
    Non-resident owner.
Note: Husbands and wives, partners and joint owners are liable to pay Council Tax. The bill will show all the names, although only one bill may be sent.

really think that partners should be named as they are liable.

"yes the la does data share and has a whole host of information from the likes of experian" wouldn't the data protection act stop the council from sharing your data or getting your data from other companies, or from other places

theres nothing i can really do about it, you can never find out the people that snitch on you, and i hold my hands up to it, half by accident and half with thinking i will just get away with a month or two, but it just goes to show you that theres always someone that will be watching you and waiting to snitch.

I would refuse to collect your refuse and if you were in Scotland i would turn off you water.

Our water is still publicly owned. :)

this is as mistaken as ppl who think they could refuse to pay council tax because they aren't happy with the services which the council is providing.

council tax is not a charge for services. it's a tax.
