At the end of the day the council have to be satisfied that the discount applies and that any council tax is correct - if they are asking for information its to make a decision, there are better things to be doing than chasing discount queries for fun.

If they reject your evidence then the only appeal you have is to a valuation tribunal who will make a final decision on the circumstances.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

Having the LSO cohabiting brings up 2 questions :

    1. Is this overcrowding?

    2. Is this now a HMO.

And yes, the council probably would want their names and previous addresses.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

it may be a bit late now, but i think you'd have had less trouble if you had originally told the council that the single discount should be removed from date X. they will be more suspicious when the first specific info they have had is a tipping off by a third party. not claiming the discount for the new financial year is not quite the same thing as explicitly telling them. if you still haven't told them the exact date, i'd tell them asap, rather than waiting for them to ask questions.

Be honest, and you may get away with just from January.

As I normally say with the council; tell the truth, the whole truth, and nothing but the truth.

Why on earth do you want to be obstructive when you know that you are in the wrong for not informing the council to cancel the single person discount from January? Full cooperation means you are less likely that the council will come down on your like a ton of bricks. Be obstructive and they may decide to assume you have been claiming FRAUDULENTLY for some time. To be clear council tax FRAUD can lead to prosecution not just an in house fine, can lead to black marks on your credit file and of course a conviction which could affect your job prospects.
