What offence is being committed by his g/f not being on the electoral roll?

We don't have compulsory registration in the UK?

It is an offence not to register for the electoral roll although I've never heard of anyone being charged.

is it an offence not to register? i believe it's an offence not to fill in the annual form asking who should be on the register, or to fill it in inaccurately. but are you obliged to do anything when moving in part way through a year?

All the while your girlfriend visits and stays the night, that is ok and you can claim the single council tax discount.

I assume she would also be paying council tax and claiming the single discount at her gaff.

Now she has moved in would she not have told the council anyway so that she would stop paying council tax on her old place?

Current property: "which is bought not a council house"

Are these "two" properties owned or rented?

Who is paying the TV tax?

The poll tax was a tax on breathing - Council Tax is a tax on having a roof over your head.

this may be pedantic, but ... homeless ppl were exempt from the poll tax, so it was also a tax on having a roof over your head.

council tax is part way between the poll tax and the rates. the number of residents matters, but not fully proportionately. the value of the property matters, but not fully proportionately.

So there is only one property involved; this means the local authority will have no luck when trying to double check you girlfriend's departure from her previous residence with her arrival at yours. It also means there is no second property owned by your household, needing to be taxed correctly by the Council Tax department.

I think you will find that the level of tracking individuals in the UK is more accurate than that in China - There are two sorts of people in China, those with a permit to live in urban areas and those loosely referred to as "farmers". The city dwellers have a much larger income in money terms but also pay the taxes, while living in small flats.
A few "farmers" have become rich and are resented for flaunting their wealth in the form of flash new houses.
By far the greatest rate of migration in human history, is the movement, still continuing, of Chinese peasants from the countryside to the cities.

During the census, I got a visit from a double checking enumerator. She took great care to emphasis that her research could have no connection whatsoever with the council tax department.
    (!?!)

As far as the Census is concerned I believe it relates to where you was on one particular night. So if you was away from your house on holiday you had to give that address rather than your home address anyway :-)
