council want g/f name and previous address for council tax

    the girlfriend is jointly and severally liable for council tax from the day she moves in on a permanent basis.

    She has to be named on the council tax bill.

    As for asking for her previous address, they want to check council tax at that address to see if a discount is/was being fraudulently claimed.

    Just lie, tell them she have been living in another country, like Scotland. :):)

    As an aside, councils now have access to a whole host of records which can pinpoint who is living at a particular address. (ie) wage records, credit card statements etc.

    how is she liable for the council tax if the house is in my name, is the council tax not just for the house, not for the people in the house, i may be wrong but i dont think she will be named on the bill, just my name will be on the bill

    its not that i want to be obstructive, its i dont like the idea of the council wanting to know who is living with me and what there last address was, as afc80 says "councils now have access to a whole host of records which can pinpoint who is living at a particular address. (ie) wage records, credit card statements etc." and i hate the thought of that and i feel thats its an intrusion of my privacy

    Its usual for both people to be named on the council tax bill as you are both liable for it. It does look suspicious that you only stopped claiming the single person discount at the start of a new tax year which is why they want the information. Its normal practice that they ask the previous address.

    Who has to pay council tax

    Usually one person, called the liable person, is liable to pay council tax. Nobody under the age of 18 can be a liable person. Couples living together will both be jointly and severally liable, even if there is only one name on the bill. This applies whether the couple is married, cohabiting or in a civil partnership. No one is under an obligation to make a payment until they are issued with a bill in their name or, if they are jointly and severally liable, with a joint taxpayers' notice.
    Usually, the person living in a property will be the liable person, but sometimes it will be the owner of the property who will be liable to pay.
    The owner will be liable if:
    • the property is in multiple occupation, for example, a house shared by a number of different households who all pay rent separately; or
    • the people who live in the property are all under the age of 18; or
    • the property is accommodation for asylum seekers; or
    • the people who are staying in the property are there temporarily and have their main homes somewhere else; or
    • the property is a care home, hospital, hostel or women's refuge.

    Of course she doesn't have to be named on the Council Tax bill. [I've been living with OH in current property since before the introduction of CT so they know our names from the days of the Community Charge and could check on the electoral register if they wanted. Only I am named on the CT bill, presumably because I paid the Rates.]

    Do you really think the local authority know what's on the credit card statements of everyone living in their area? You diminish what little facts you include by writing so much rubbish. Encouraging the OP to lie isn't a good idea either.

    Fraudulently claiming discount on your council tax is widespread.

    However the net is tightening due to data sharing.

    Of course your partner should be liable for council tax alongside you.

    She is your partner.


    You have committed fraud and have stolen from the taxpayer.

    We are far too soft on this type of thing. All that happens is that discount is removed and an amended bill is issued.

    I would refuse to collect your refuse and if you were in Scotland i would turn off you water.

    Our water is still publicly owned. :)

    I think the Council wanting to know who is living with you and for how long is perfectly acceptable as you have failed to inform them and have had the discount fraudulently.

    oh yes she should be liable and be on the bill, and yes the la does data share and has a whole host of information from the likes of experian.

    As for yourself as you are paying and presumably have never received discount they are not concerned with you. (ie) you pay the maximum council tax without any discounts. She/He should be on the bill though.

    They dont know the statements of everyone in their area but when they are looking at potential council tax fraud i can assure you that they can get their hands on that information for a targeted group.

    (ie) everyone claiming single person discount in their area.

    They will be able to get a record of everyone who has had mail delivered/has an address confirmed for wages.
