Tracking a car owner down ( parked/left vehicle on a private car park)

to cut a long story short, one of the comunity groups im involved with has a car park on their premises, and someone has left a car there for almost a week now, and its blocking access that will be required soon 9 this has happened before with other vehicles )
The car is in good condition and the DVLA website says Licence not due.
The police have said that its not stolen., however the local police wont let us know the owners details, is there any way to find out?
The management comitte have sugested bringing in a clamping/towing or ticketing company to issue fines to people parking without permision, or/and to clamp and tow, i have sugested a locakbale gate with a fence - although the comittee seems to favour clamps and fines,any solid advice on this?

They won't be real fines, just extravagant invoices. And I believe clamping is being made illegal at the beginning of oct (other users will inform you better of this. Push your gate idea, it makes better sense than encouraging these scammers to make money for putting a piece of paper on a windscreen.Change is inevitable...nothing stays the same forever

You can pay DVLA £2.50 and request the keepers details if you have reasonable cause - which in your case I would say thats reasonable cause.

There is no such thing as a private fine for starters, and clamping is being outlawed in October.
By far the best thing to do is get a locked gate or locking bollards. You get a ppc involved and all they will want is their twopenneth, that WILL include invoicing bonafide members for the slightest (as what they see to be) infringemnt of their terms and conditions.You may click thanks if you found my advice useful0 -

Thanks for that i will pass it on. As with most comunity things run be a comittee there is a little bit of politics, with the usual suspects getting their way most of the time. At the moment the usual suspects are being wooed (?) by a parking management company with some fancy glossy brochures/lefalets they have even offered to mark out the car park.0 -

Direct them here so they can see just what they will be letting themselves in for, also tell them to bear in mind that if the PPC pursues a course of harassment towards whomever they have ticketed then the landowner / management co can be jointly sued as well as the PPCYou may click thanks if you found my advice useful0 -

One of the things swaying the decision appears to be....
Free line marking in the car park vs Not so free gate+instalation of gates.
Someone on the comittee has a relative that has expeirience with "profesional car park management" and have used this company for their own premises.
so as you can see ( another ) uphill battle0 -

The committee will be "jointly and severally liable" for the actions of their agents, namely the private ticketing company, and the usual threating letters to enforce private parking tickets have been judged to be harassment under the terms of The Protection from Harassment Act 1997.
The first and only case to see court was a bit exceptional. The victim wrote to the car park owner, who then told the private ticketing company to cancel the ticket, but the PTC's debt collector kept on sending the victim the usual threatening letters.
All the subsequent claims for damages for harassment have been settled out of court.
PS. And white, yellow (or any other colour) lines on a private car park are just that. Lines. Paint. They do not have the force of law.

We dont know, as the comitte doesnt meet again until the end of September ( the person with the information has gone away on holiday for a while ) all we know is that they are "experts" "Profesionals" ( and other words to that degree) and will look after all the legal side of things themselves so that the comittee doesnt have to worry about anything.0

Its about this time that I wish the board was just a little less efficient in eliminating the activities of PPC trolls and stooges.
Then we could point you at any number examples of these !!!!!s lying, badgering, faking, threatening and making it up as they go along. And behaving with a complete lack of any kind of legality and professionalism.
Honestly, we have yet to see a parking contractor who plays by the rules, so whoever is trying to hoodwink your committee is either hoodwinked by the PPC or has an interest of some form.0
