    Although correct, Morally, On-train buffets are exempt from local licencing laws as they obviously travel through several different counties on a single journey quite often, and licencing is subject to local Government.

    I must admit, I just assumed that this was the TOC's prosecutions department getting in touch and that the matter was referred straight to them. Obviously my advice still stands, as unpaid Penalty Fares and Unpaid Unpaid Fare notices are cancelled and prosecuted in the Mags court, the same as standard railway prosecutions.

    When I was a kid it used to be full fare as soon as you were fourteen, even though the school leaving age was 16. There are many options available to those over 15 to get discounted tickets though.
    Anyway, hopefully the OP will come back and tell us what the £100 actually is so that the genuine experts above can advise further.

    As it happens, I am aware of that. But the point i'm trying to make is that when I was a bus driver, I often would pull up at a stop and see a 'kid' put a cigarette out as I approached his/her stop and then attempt to pay half fare when getting on the bus.

    So, do I let them travel for child fare given that they cannot buy cigarettes under the age of 18?

    My thinking is that if they want to do adult things they should pay adult fares.

    They can smoke them under 18 if they're given them, so how are you going to make any sensible judgement on their age?

    I don't have to make a judgement. But they have a harder job of convincing me that they qualify to pay half/child fare.

    Like I said, if the want to do adult things, then they should pay accordingly.

    What as that got to do with the price of fish? If they can afford and be old enough to smoke, the they can afford and are old enough to pay the adult fare. Simples.
