OK, forget the fine and send him to a young offender's institute for a month.
I think the fine would be a much better idea, and maybe double it if he does it again.
In your first post, you were trying to find out if he could get away with it, if the fine was "enforcable".
Why should we keep on letting people get away with crime, particularly at a young age when they need to learn a lesson.0 -

It amazed me when I worked on the buses that you would pull up at a stop with a 'youngster' with a fag in his mouth standing there and then expect to pay half fare!
If they are old enough to do adult things, then they should pay adult fares.

A child fare on the railway it's for people aged 15 and under. Once you hit your 16th birthday you are supposed to pay full adult fare.0

There is not enough information in the original post to be able to give appropriate, accurate advice, however given the lack of information in the opening post, the most appropriate advice would be that provided by Stigy.

If £100 is truely too steep, maybe an apologetic letter to the company, the offer of maybe £20, plus the fare avoided would do the trick? I'm sure they'd respect this.
Great tip, well worth the effort in writing a letter to the relevant Train Company. The worst they will say is 'No' we want the full amount, but as it's somebody whose 16yrs old, TBH I don't think the Train Company wouldn't want the hassle of prosecuting him especially if this is the first time they've come to the attention of Train Company.Whoa!
