FWIW (in the remotest chance the OP was in any way actually serious with the initial question) stacking wrapped and packaged ambient goods on a floor is perfectly legal. Food safety laws tend to revolve around perishables (chilled and frozen) foods or unwrapped/ unprepared foods. In other words, I'd be far more concerned about the roll pallet of chilled goods standing around on the shop floor for more than half an hour than some ambient products being stacked on the floor before being shelved."So long and thanks for all the fish" :hello:0 -

Supermarket floors tend to get cleaned at least once a day. Most chiller departments get a full clean once per year (when all items are removed and fully cleaned) apart from that only if they look dirty.0

I think the 'men in white coats' that were mentioned were there to pick up the op rather than take swabs from their frozen shopping - also why, if you're so concerned about the food being on the floor, did you buy the stuff and take it home?
If you did it so you can sue the supermarket for lots of money, you've shot yourself if the foot (figuratively speaking) since you 'contaminated' your own fridge / freezer with food that you were suspicious about and you should have call trading standards rather than the police.
Also there is no such body or organisation called the 'pan-european police' - there is Interpol (http://en.wikipedia.org/wiki/Interpol), but I really doubt that they would deal with a local issue like this (also the uniform is not 'white coats').
I give four different options for what the OP is:
1. They are posting from an Asylum / Hospital for the insane (hence the 'men in white coats').
2. They are a kid who is on the internet when their parent / gaurdian is not supervising.
3. They are a troll (a particulary unintelligent one).
4. All of the above.

Dragging this back on topic for a second, if you are genuinely concerned, ask the local council public health people about it. As a rule, most supermarkets get their stock in cages which are off the floor, and the EHO does get concerned about stuff being left on steps/the floor etc., even if it is just a sign of poor handling practices. Perhaps the EHO would just have a word with the store manager that some staff may need refresher courses in good handling policy?0

In my supermarket, most of the food is packaged.
I never prepare food on my worktops, i always use a chopping board, which has never been near a supermarket floor.0
