Provisional licence with points

As above posters have said, cost of insurance is an issue and providing insurance is in place - and other conditions of the provisional licence are met - the driver is legal.
Assuming all 9 points have been added within the last three years, the driver must keep his/her nose squeaky clean. 3 more and it's game over.0 -

Yes.
If someone met the criteria for revokation or disqualification then the court or Police ticket office simply wouldn't endorse the licence with the points. Instead, they would initiate the relevant procedure to remove the licence.
The 6 point limit for new drivers only applies after the test is passed.

It's possible to get points without any licence...
IIRC if you commit any motoring offence you can get the points, and if you don't have one (or not a uk one), DVLA basically create a "licence" for you that is only on the computer to put the points on.
If you then apply for a provisional licence, those points are then carried over to it (assuming they haven't expired).
So you can gain 9 points before ever having a licence, let alone on a provisional.
I'm not sure what the actual realities of driving with points on a provisional are, but suspect it works out that you get the normal 12, but if you pass your test, any additional points will reset your licence to provisional (as you're already over the limit allowed).0 -
I've seen plenty of customers with 9 points on their provisional, it's normally for driving without a licence, no insurance or twoc of some combination0

You normally can't get to twelve. Any offence which would push the points to twelve has to go to court and normally results in disqualification.

Can't be both, revlcation put's you back to a provisinal and is done by the DVLA. Courts disqualify you and therefore you couldn't hold a provisional licence.0 -
