    I am sure that, unless you specifically request the seller to allow delivery to neighbour, it will be at the seller's risk.
    if you have not received the goods YOURSELF, it gets deemed that you have not received them. It is up to the seller to recover the goods (if the seller has the arrangement with their courier to leave with neighbours, then the seller has to recove from the neighbour. If the seller contracted their courier to obtain the consumer's signature, but the courier delivered to the neighbour instead, then the seller will claim against the courier, and the courier will try to recover from your neighbour).
    It is all not your problem.
