I just find it funny how they think they can charge for a free car park, what are they loosing out on? They don't even have to pay for a ticket machine to issue 'free parking' tickets. Fair enough if I was supposed to pay & display, but I didn't have to.

Not any more. The rats got an ASBO and kicked them out. :)

Safe in the knowledge that they cannot take my money etc. I now almost feel like 'playing' with them. Anyone else done this?

scam baiting is practised here, but you need to be 100% sure you are sure that this is a scam, because they will write to you a whole lot more if you play with them
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

Well the fine came from UKPC (privately owned parking company), I did not enter a contract with them, and the car park is free ( so surely they have no ground to levvy a charge on as they aren't loosing anything?)

Legally they can't take you to court even as they don't have enough interest in the land to bring a case to the small claims. I am sure someone will help you draft an email to send them if you want

It's just kinda boring waiting for the letters to eventually disappear. So is the 'plan' that eventually everyone will cotton onto the fact that these people are scammers and eventually they will go out of business? It just seems laughable that these companies make a living out of serving tickets that don't actually have to be paid?

Looking on it now, I'm pretty much laughing at my own stupidity and theirs :L another one she said (as I have changed address since the ticket and forget to tell them, luckily my old address is my parents so no problem with retrieving post) is that it is "Illegal for me not to inform her of my change of address during this recorded telephone conversation and that failure to tell her my new details may result in police action"........she still doesn't have my address.

Good for you in not believing her. Sounds like she's a nasty piece of work - who would want to 'work' as a fake debt collector for a parking scammer anyway, trying to extort money from victims who still might think it's a real parking ticket?

She really took the mickey out of you with her lies though - get your own back by ignoring the scam completely and just spreading the word, like we do. My teenage kids and nieces know never to pay a fake PCN, and they tell their friends too.

There are more plans than that, lots of efforts going on to expose the scam, to the DVLA, to Government, there have been lots of efforts and it continues now. The fake PCN scam, carried out by various companies, has been on Watchdog a few times and will be again in the Autumn I expect, what with private clamping being banned, the spotlight will surely be on fake tickets again (along with PPI reclaim firms!).

But from your point of view, yes, the best thing you can do is to spread the word among family and friends, show them the Watchdog clip in the second to top thread and also show them the letter chain prediction before the next letter arrives...just play snap. I have done so twice, it's easy.
