Point being that VISA debit cards have a chargeback facility, others don't. However getting a chargeback is like getting blood out of a stone so it isn't a great option anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi a copy of the letter I sent to broads authority Norfolk.
Hi, I feel I must bring to your attention the unfair way my wife was treated regarding a parking fine received at Whittlingham park the other day.
My wife and my 6 month old twins, along with our 5 year old nephew, parked at one of your pay and display car parks and purchased a ticket for 30 minutes. On purchasing the ticket, unsure of her car registration which has to be entered in full, she asked our nephew to read out the registration number. Unfortunately he got the last three letters mixed up resulting in an incorrect registration being entered. This then resulted in her receiving a parking fine, following which we appealed, sending a copy of the parking ticket obtained to parkingeye.com.
They acknowledged the car park fee had been paid but still stood by the fine because they were pictured exiting the car park 6 minutes after the allotted time. they were back at the car in good time but unfortunately both the twins needed changing resulting in the overstay. As I am sure you can appreciate, being a family orientated park, it does take a considerable time to load 2 babies into a car, along with all of their gear including the pushchair and there is no way of predicting bodily functions of babies!
I am sure you can see that the overstay was not intended and feel the harsh treatment, even after explaining the situation to parkingeye was excessive and we would have expected some leniency with this situation.
We consider ourselves law abiding people and would not do this intentionally. Unfortunately my wife does not feel confident to visit Whittlingham Park any more as she is worried in case another situation occurs with the babies. She felt intimidated by the fine and has now paid it and i am sure you can imagine things are very tight financially and this is the last thing we needed to worry about.

My advice: Don't be intimidated. I know that parking eye's speculative invoices will have the word fine on them. But they are not fines. If you refuse to pay up, they won't take you to court (they could only take you to the county court anyway, not crown court). They'll simply keep harrasing you until you pay up. Fines are only for criminal offences (definitely not anything that can be done just by parking on private land) and so can only be issued by the police or Crown Prosecution Service. Anyway, that aside I'd keep on parking at Whitlingham. The only law that can be possibly used aganist you is contract law (not criminal) and even then they can only claim costs. Considering you paid for the p and d ticket and you didn't overstay for an hour or more they can't even claim that
Anyway, as for appeals to parking companies I say don't bother. You're just wasting your time. They will always be rejected because there is nothing in it for them to let anyone off. Now you've paid the ticket, when was it paid? How was it paid? If it was a recent cheque payment, cancel it now. If you paid by direct debit, cancel the mandate. If you don't, they can charge you for any of their speculative invoices in the next 15 months. And if you paid by VISA debit card, then you can try a chargeback (see main site for details) You can also find more advice on this forum, in particular this thread
And as for appeals, the land owner aka whitlingham country park might let you off

To be fair to PE though they don't say that word, still you don't pay them for something akin to a Nigerian scammer's email. Just ignore!Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Indeed. FYI it's been illegal since the 1970s and although pe doesn't use the f word on it's invoices - fine; it still implies authority in other, although borderline legit ways such as the classic trick of using abbreviations of PCN - which FYI on council tickets means Penalty Charge Notice.0 -
