Someone has offered to buy it, and they said they will unlock it themselves.

    Can they?

possibly it depends on 3 mobiles policy, but I'm pretty sure that only the original owner can unlock it.

there is no other way to unlock it other than via 3 mobile, the iPad has to be unlocked by Apple's systems which only 3 will have access to.

my mam purchased an iphone locked to o2.

she gave a bloke on a market stall £10 and he unlocked it?

her vodafone sim card has been in it without any probs for over a year now (and this hadnt worked before the unlocking).

is it any different for ipads??

I would wager he jailbroke the device and unlocked it with (likely) ultrasn0w (both free if you wanted to do it yourself), this isn't an official unlock so if your mum were to update the phone to get more features or use newer apps she would loose her unlock, an official unlock from o2 would only have been £15.

This can't be done on the iPad and I would not recommend it either as the new owner will likely want to set up new or if an update is released (with all the new features) they would loose the unlock, for iDevices official unlocks are the only one to choose, hack unlocks are only for networks that don't offer a legitimate unlock.
