The absence of tethering is annoying but equally true for, say Giffgaff.
In some respects it is Apple, who make it a feature only the operator can control who are to blame for your problem. An Android phone could be used for tethering and other than by looking at the traffic the operator would be none the wiser.
Obviously you are fortunate in only being tied to Tesco for another 6 Months, get your unlock done and you can find an operator that does support tethering, I suggest you check carefully about the rules and costs before making any further long term commitment.
It might be more economic to buy a 3 MiFi and some 3 month data SIMs for the iPad out and about. Less elegant, but depending on your likely usage possibly better and the 3 3G network is generally better than the o2 3G coverage.0
