While the school is under no requirement to provide smoking facilities, they still have an obligation to get on with their neighbours - the staff and visitors are their responsibility. Nag to the school to get them to remind people to be considerate.
I used to live in a flat next to three schools (a primary school to the rear, and two secondary schools on the road next door). It was great, as all evening and weekend, and all summer, it was quiet, and I had nice views out over the school fields, rather than at other houses. The hubbub of kids going to and from school never bothered me as it all happened whilst I was out at work. So I can appreciate why the OP isn't bothered about what happens during school hours vs. evenings and weekends when they're not at work.0 -

Make sure its playing loudly before the smokers come outside and they will find somewhere else to go.0 -
The LA I used to work for made it quite clear to heads that it would not entertain any complaints about smoking or smoking provision.
That was to be entirely a school matter and no complaint could be passed up to them and any complaint from the public was always passed straight to the head of the school concerned for their attention.
Pretty much, they simply didn't want to know!0 -
Yeh, I'd agree about talking to the head - it's a reasonable request, and unless they're completely unreasonable they should help you solve it.0

You could install sprinklers on the front of your house, attached to smoke detectors. Nothing wrong in having a good fire detection system....0

I think that you have good reason to complain. Until recently I had a primary school opposite my house (has since moved to new buildings). I liked watching the kids and didn't have anoise problem. However I would have objected to staff smoking outside my house. Approach the head politely but firmly to start with. He/she might not be fully aware of the problem. I would be interested to hear the result.0

Nah.... long speaker leads and a coupla speakers at the end of the garden, right next to where they stand.
