Personally I would try again to return item, hopefully you will get a different CS agent on the desk.
I have returned several items of clothing to tesco without a receipt & have always been allowed to swap it for anything within clothing department. Men's for kids wear/baby wear, women's for men's etc.
However it has always been a same department swap, so you will not get a credit note etc. However you could get baby clothes.

Proof of purchase (not necessarily a receipt) is all you need to return faulty goods. However, their returns policy is over and above what the law requires of them (they do not have to offer exchanges or refunds if you change your mind) so they can insist a receipt is provided... therefore if you do not have the receipt (therefore do not meet their requirements) the can refuse.0
