regarding the 6 month readings the law actually only states that it cannot be estimated for than two years so in fact they can estimate your bill 3 times before they have to read it.
as for not turning of your water dont bank on it there is a little loop hole althoough it may not work in this ladys case as they already know who she is........need to have a lightbulb moment0 -

and to add to that it has to be read by a meter reader within 2 years otherwise it will fail the DG8 target, there is also a DG8 1 year target and customer reading can be included in those0 -
I agree with moonrakerz - go for tough angle - you can always decide to back down later if they come back with tough stance themselves...They'll never take it to court - they'd lose - their equipment failed so they cannot simply GUESS at how much water you used...it's VERY unfair and inaccurate if you think about it.
But they are not GUESSING. They are making an estimate based on known facts, a perfectly legitimate action.
You can probably argue it down a little, and have the power to reduce it a bit(by being economical with water over the next few months)

Theyre not allowed to turn off your water unless your a business. Its an essential to live which is why they cant. The most they can do is take court again and send debt collectors round.
