Yes but if person a nominates person b then they wouldn't need to appealFor everthing else there's mastercard.

They would if they went about it the right way. When they appeal to the PPC all they say is that they weren't driving. PPC rejects appeal, standard series of threatograms ensues, resulting in Person A getting the opportunity to go to "independent" appeal. As the grounds of their appeal they nominate person B as the driver. Whoops, that's £27 please! And presumably the appeal body doesn't have the time (or the power) to establish whether person B really was the driver, so they have no choice but to allow the appeal.Je suis Charlie.0 -

LondonCouncils will have to try to play the game properly though. They are no doubt working under the illusion that the BPA actually has some credibility and that the appeals system will be similar to PATAS.

Everyone to appeal the ticket, appeal panel or whatever they will be called will collapse under the sheer weight of numbers. Think BPA assumes 1% will appeal, how many actually appeal council tickets? Is closer to I think 20%-30% ? Anyone done a FOI on this?Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
